Bill is a Principal Associate of GSDM. His extensive expertise encompasses Disaster Response and National Security; Counter-terrorism in various aspects; emergencies and emergency powers; Cyber Security and attribution; the Laws of War and new technologies; the risks of biological Terrorism; and Civil/Military relations, among others.
A highly accomplished and internationally recognised expert, he has collaborated extensively on Executive education exercises for senior U.S. Government officials, such as in relation to Cyber Security.
Bill has been a leader in his fields of expertise for more than 30 years. He has spearheaded research teams, written extensively, and spoken widely on Security, Disaster, and Terrorism topics globally. He has published well over 150 articles, book chapters, and books, and regularly is called upon by the media to offer expert opinion on related issues. Bill has won numerous awards for his teaching and scholarship.
He is the Founding Director of the Institute for National Security and Counterterrorism (INSCT) at Syracuse University, an interdisciplinary graduate and Law program focusing on research, teaching, and service toward improved Security and Counter-terrorism solutions.
